If the Lord so desires, He can empower certain devatās to play specific roles. They may continue their responsibilities—such as maintaining aspects of the universe—and at the same time participate in the Lord’s līlā.

The Supreme Lord is not limited; He can make any arrangement. If He wishes, He can expand, empower, or arrange for others to temporarily take up certain responsibilities. Nothing is impossible for Him.

Even in this material world, we see similar examples in a limited way. A person may be based in one place—say working in a city like Bangalore—and still manage responsibilities elsewhere through delegation or systems. If such coordination is possible at our level, then certainly the Lord, with unlimited potency, can arrange things perfectly.

So it is entirely possible that devatās can participate in the Lord’s pastimes while their cosmic functions continue—either by empowerment, expansion, or by the Lord arranging suitable replacements.
