Answer
From the standpoint of devotional qualification, there is no discrimination — even a mataji can associate with the Lord on the highest level. However, the description of “three and a half” refers specifically to those personal associates who knew the Lord’s innermost moods in minute detail. Although there were many associates, these few understood the most confidential aspects, and their devotion was of the highest category.
Mādhavī Devī is counted as “half” not to diminish her personality or devotion, but simply within this particular classification. It does not mean she is given less importance; rather, it is just a way of indicating that only a very small number of associates fully knew these intimate moods, and she is uniquely included among them.
